H-1B premium fees

Who should pay this? Slave or slaveowners

There is an ambiguity between USCIS and DOL who should pay this?

DOL says h1b employer has to pay.

USCIS says h1b employees can pay.

There is ambiguity in premium processing.

Indian bodyshops forcing slaves(H-1Bs) to pay this apart from H4 fees and H-1B premium fees.

It depends who you ask.

DOL says only the employer can pay the Premium Processing feeUSCIS says the beneficiary can pay the Premium Processing fee. Unfortunately this lack of clear guidance sometimes occurs in employment based immigration.
